Manifesto of the Mayor

During the campaign program, Krishna Hari Maharjan has provided with the following manifesto to his people.

Nepali Congress Party is committed to federal democratic republic, rule of law, human rights, pluralism, freedom of expression, periodical elections, development, and good governance. At present, Nepal has adopted a federal system of government with three levels of government, namely union, state, and local levels. Among these, the scope, responsibility, and role of the local level as a government that has access to the homes of the local people is more important.

To make the local government self-governing from a political point of view, at least self-sufficient from an economic point of view, to create a local government capable of carrying out the overall development within its own area and from an administrative point of view, being subject to the constitution and federal laws and being able to implement its own policies and law-making by itself, regarding its executive, legislative and judicial committees. It is well-known that 22 jurisdictions and 15 common rights of the Union, State and local levels are mentioned in the constitution, and related laws and financial resources are also arranged.

The local level has the authority and responsibility to enact laws, determine the annual budget, make decisions, prepare policies and plans, and implement them in matters related to financial rights for the development of economic, social, cultural and physical infrastructure within its area. In this context, the Nepali Congress Party is committed to providing services to the citizens in a quick, transparent and effective manner by applying the above-mentioned rights and responsibilities of the local level in practice in accordance with the needs, expectations and demands of the citizens for the overall development, growth and governance of this municipality, which is an important part of the local government. The responsibility of bringing local public services to the doorsteps of local people is a very important issue. The Nepali Congress believes and recognizes that the benefits of democracy should be distributed fairly to the local people based on social justice and inclusiveness.

Since the past, Nepali Congress has been working to connect the Nepali society by covering different areas, classes, professions, and castes of Nepal. At present, Nepali Congress is committed to the development of macroeconomic, social, and cultural sectors of this municipality. The joys and sorrows of the local townspeople are our joys and sorrows. It is the commitment of Nepali Congress that by making maximum use of all the possibilities of development in all areas of Tarakeshwor municipality, it will do many creative works that can be seen and directly experienced by the citizens of the city during the next 5 years.

In the past years, this Tarakeshwor municipality has been working in the fields of agriculture, tourism, physical infrastructure development projects, drinking water, education, health, youth employment, environmental protection, and good governance to raise the living standards of the residents.

Many developments and improvement work to be completed and to be done have not been done yet. There seems to be a lack of fairness and transparency while approving some development plans and disbursing the budget and recruiting and appointing manpower to various positions in the municipality. It seems that the necessary programs for the upliftment and development of all castes and communities that are economically and socially backward have not been implemented. This party believes that development is not possible without good governance and development without social justice will not remove the differences in society. Nepali Congress Party does what it says and will show it by doing. Even one of your votes is very important. If you make a wrong decision during the election, you may regret it for the next 5 years.

In this manifesto, we have presented clear policies, plans and programs related to the development, growth, and good governance of Tarakeshwor Municipality along with long-term thinking, goals, priority areas for development. In the upcoming election to be held on 30th of Baisakh 2079, we sincerely appeal and request to all the concerned respectable voters’ brothers and sisters to give victory to the officials of the Nepali Congress Party of Tarakeshwor Municipality, the city chief, deputy chief, ward president and senior members to implement the manifesto with an overwhelming majority.
